Ness is awful in a match up with just about ever down B counter character who can use it on his recovery. That's a lot of match ups. This, is what makes high level players view him as a joke. They think "You don't outplay Ness, you counter pick him and he dies, which is easier than outplaying him. I'd say he is high mid tier in my opinion. He still has some really strong match ups along with the really weak ones.
